.Top Registry Resolves Dispute with ICANN, Pledges Better DNS Abuse Oversight

The .Top Registry, based in Nanjing, China, has resolved its ongoing compliance issues with ICANN and committed to strengthening its DNS abuse detection and mitigation practices.

In July 2024, ICANN issued a formal breach notice to the registry over four violations of the Registry Agreement. These included failure to implement the Uniform Rapid Suspension (URS) system, lack of a public abuse contact, failure to acknowledge abuse complaints, and inadequate DNS abuse mitigation protocols. Additionally, the registry was cited for late payment of its contractual fees.

On June 2, 2025, ICANN confirmed that .Top Registry had introduced new systems and procedures to monitor and combat DNS abuse. The registry also reaffirmed its commitment to compliance and pledged ongoing improvement of its abuse-handling mechanisms. Abuse reports can now be submitted via a web-based form.

However, ICANN emphasized in a notably stern statement that these measures are “only a first step” and that .Top Registry must continue to demonstrate long-term accountability. ICANN will maintain active oversight to ensure continued adherence to the Registry Agreement.
