Private Whois Requests Plummet as Tucows Exits ICANN’s RDRS

Domainincite:Private Whois data requests through ICANN’s Registration Data Request Service (RDRS) hit a record low in March 2025, reflecting a significant drop in activity since the service’s late 2023 launch.

Only 91 requests were filed last month, down from 143 in February and below the previous low of 103 in November. The decline is likely tied to the exit of eight registrars from the RDRS, most notably Tucows, which pulled all four of its accredited registrars from the system. Four additional registrars operated by Tracer (Focus IP) also exited, following the termination of their ICANN accreditations.

Out of 1,307 domain lookups conducted via the RDRS in March—a new all-time low—19% involved domains managed by non-participating registrars, up slightly from 17% in February but still down from the 25% peak at the service’s launch.

Despite the declining numbers, the average approval time for requests was a swift 3.3 days, the second-fastest since the service began. Denials, on the other hand, took just over seven days on average, with both response times beating historical averages.

Intellectual property holders and law enforcement agencies remain the most active users of the RDRS, making up nearly half of all March requests. In a notable shift, UK law enforcement has now overtaken the US in terms of private data requests, totaling 30 vs. 29 since October 2024.
