The 2025 ICANN84 Annual General Meeting was held in Dublin, Ireland, from October 25 to 30, 2025. Originally scheduled for Muscat, Oman, due to regional airspace disruptions, ICANN decided to relocate the meeting while retaining the original dates to ensure global participation and preparations. This year’s meeting was held in a hybrid online and offline format, with the main venue located at the Dublin Convention Center. It attracted representatives from over 150 countries.

As a core Internet governance meeting, ICANN84 will focus on four key topics: solutions to address illegal abuse of the Domain Name System (DNS), contractual norms for upstream and downstream DNS systems, new initiatives to enhance Internet competition, and internal organizational structure optimization. The meeting will also include dedicated time for capacity building and leadership training, continuing ICANN’s commitment to the multistakeholder governance model, which it considers a core foundation for an open, connected, and secure Internet.

Participants include government representatives, domain name industry managers, intellectual property experts, IT consultants, and academic researchers. They will discuss topics such as the stability of the domain name system and improving competition. ICANN Board Chair Tripti Sinha stated that the relocation decision was a prudent one, based on a comprehensive assessment of travel safety, to ensure efficient and widely participated meetings.
