Haiti’s Country Code .ht Now Has Its Own Dispute Resolution Procedure at WIPO

The World Intellectual Property Organization (WIPO), based in Geneva, has expanded its range of out-of-court domain dispute resolution procedures.

As of February 2025, legal disputes involving domain names with Haiti’s country-code extension .ht can now be handled through WIPO. The applicable regulation, known as the “Règlement sur la Procédure Alternative de Résolution de Litiges du domaine .HT,” is available only in French and is based on the UDRP (Uniform Domain-Name Dispute-Resolution Policy) but features some key differences.

Unlike the UDRP, the complainant in a .ht domain dispute can not only claim trademark infringement but also cite violations of personal rights. Additionally, under this new procedure, it is sufficient for either the registration or the use of the disputed domain to be deemed “in bad faith”—whereas the UDRP requires both conditions to be met cumulatively.

Currently, WIPO is the sole arbitration body authorized to handle .ht domain disputes, providing an alternative dispute resolution mechanism for cases in Haiti’s domain space.
