ICANN Releases Six-Month Report on DNS Abuse Mitigation Enforcement Efforts

The Internet Corporation for Assigned Names and Numbers (ICANN) has published its first six-month report, titled “ICANN’s Enforcement of DNS Abuse Mitigation Requirements,” detailing the enforcement actions taken under its new Domain Name System (DNS) Abuse mitigation framework. This initiative, effective since 5 April 2024, mandates generic top-level domain (gTLD) registry operators (ROs) and registrars to implement measures addressing specific forms of DNS Abuse. For ICANN, DNS Abuse is defined as including malware, botnets, phishing, pharming, and spam when used as a means to deliver these other types of abuse.

Key Highlights from the Report:

Active Enforcement: Between 5 April and 5 October 2024, ICANN’s Contractual Compliance team initiated 192 investigations related to DNS Abuse, targeting contracted parties suspected of violations.

Enforcement Actions: The investigation resulted in formal Notices of Breach issued to a registry operator and a registrar for failing to comply with the DNS Abuse mitigation requirements.

Impactful Resolutions: ICANN successfully resolved 154 cases, leading to the suspension of over 2,700 abusive domain names and the disabling of more than 350 phishing websites.

Transparency and Outreach

ICANN has committed to providing regular updates through its monthly DNS Abuse reports, offering insights into complaint trends and enforcement actions categorized by type of abuse. This six-month report gives a deeper look into specific enforcement measures taken, aiming to enhance transparency for the ICANN community.

To further bolster compliance, ICANN’s Contractual Compliance team has engaged in multiple outreach initiatives. These efforts included workshops and forums aimed at educating registry operators and registrars about their responsibilities and sharing best practices for mitigating DNS Abuse.

New Compliance Audit

In October 2024, ICANN launched a comprehensive audit to evaluate registry operators’ compliance with their contractual obligations, including adherence to DNS Abuse mitigation requirements. This audit is part of ICANN’s ongoing efforts to ensure a safer and more secure Internet ecosystem.
